Saab has, within the framework of a previously signed agreement with the Swedish Defence Materiel Administration (FMV) for Gripen E, received a serial production order amounting to SEK16, 4 billion for operations during 2013-2026. The order includes modification of 60 Gripen C to Gripen E for Sweden with initial deliveries in 2018.

So is this an even mix of new build and rebuilds, or is it mostly or even all rebuilds?

The US helicopter industry for awhile was going the mostly rebuild route until the contractors managed to finagle it so that a new unit cost less than 10% more than a rebuild. Programs like the AH-64, UH-1Y, CH-47, and others have seen more new units than originally planned because the tiny discount for rebuilds combined with taking working units out of service for 2 yrs made it far less attractive.
