Nuclear Sharing

Which (in everyone's opinion) is the better way to implement nuclear sharing? Is it setting Export to Yes on the nuclear weapons concerned (which is what I have done), or creating nation specific nukes for the nations concerned (e.g. a second AIR-2 Genie for Canada)?

nation specific, like we already have (US, UK, Soviet, France, etc)

nation specific (B61_Belguim, B61_WGermany etc)  and set to rare.  the US will share B61s  but not too many of them.
