F-4C SEA camo painted over original Grey?

I am creating a scratched/worn skin for the Phantom and was wondering if the SEA scheme was painted over the original USN grey/white or simply onto the aluminium?

As i see it, it's painted over the USAF grey scheme and not the USN one (you partially see the U. S. AIR FORCE along with the plane number under the SEA scheme)

That's what I thought, it seems that they were all painted generic grey as they came out of the factory.

I think Air Force ADC grey is different then Navy light gull grey. Air Force coin grey is different then light gull grey also.
