AN/ALE-40 installation on Phantoms

I've been wondering how quickly could those packs be installed on Phantoms (or any other aircraft, but i was thinking about Phantoms specifically) in case these had to be rushed to a theater, and at which level of maintenance echelon it could have been done, as in, could it be done by the crews that service the aircraft routinely or should they have been sent back/higher up to be retrofitted?

mounting the AN/ALE-40 dispenser on to the pylon is not a big deal , adding the wiring from the left and right inner pylon to the cockpit and the control panel in the front and rear cockpit including the wiring for the left throttle ( release button ) would be something  that a regular maintenance crew in a aircraft shelter will not do

Thanks a lot. I wasn't sure how much of an issue would have been to get the whole wiring part done.
