If you chose F-15A, then it gave you MiG-23. It's like there is some intelligence in there. Which INI file is responsible for this randomness?

Each aircraft has a 'service start' and 'service end' date. So when you select an A-4 and choose a mission in the late 60's/early 70's, the game picks an enemy aircraft that has service years during whatever year your mission is in.
