Can't be done in a player controlled plane outside of adhoc fashion. As an AI conrolled plane however, just add "Transport" to the list of primary or secondary roles the aircraft can fulfill. And even then, it won't show up in a single mission sortie. To be able to have it seen flying transport gigs, it (aircraft/sqn) has to be added to a campaign and tasked with transportation in said campaign and even then it will appear randomly... AFAIK. If it's changed since then, I haven't seen it, unfortunately...

I saw it doing transport duties in my last Sep 08 patched WoE campaign.

 

It had no guns hangin' out the side, and I was still driving with Dave on shotgun, but it was not CAS'ing...

No, I meant how to drop paratroopers and stuff out of the cargobay of the AC-130, forgive me for not good at remembering names, but one of the forum members posted why did the paratrooper got big. That's what I've been asking.
