Finnish Draken Help

I'm trying to make this to a Decal:

 

 

I have convert it to a tga following the tutorial about creating new number decals but it seems that procedure doesn't work with pictures.

 

But I get this anyone know why:

looks like the image dosn't have transparencies correct and the image seems too close to the edge of the decal.

Yes it is.

 

You need a tga plugin (I solved same problem sometimes ago) but I don't remeber more.

 

I think You have to try some plugs.

Convert them in Paint.net - Thats how I avoid that issue.

IMHO, not enough space around the picture, at least 2 pixels.
