Cannot vote download files but topics

It seems I can only vote topics, but not file downloads.  No matter what, whenever I point at the stars, the mouse icon doesn't change as it should.  I think it may be related to my account, probably, as it doesn't seem to affect anyone else.

I just tired it and I get the same thing.
