Based on the attached screenshot you need to adjust the screen resolutioin in WOE. Go to Options, then select Display, then in the Display Resolution select your appropiate resolution option. After that exit WOE then restart the game, it will start with full screen without the black side strips, might look a bit streched though. Some of the newer laptops do this thing. As you see my has the same thingy. uhmm..ok that section is not visible in my attachment, but looked the same like yours
