well it's one of the first round of skins for TW Vipers from back eleven years ago.
Block 10s are on my todo list, but the 388th ("HL") is abit further down than others. plus if ravenclaw does a Block 10 to match the other F-16s he's done (i've been buggin about a Block 10 B model for a while now) that just causes it all to be redone

3rd Wing Moves North
The 3rd Tactical Fighter Wing was slated to leave Clark AB in the Phillipines in 1992. However the eruption of Mt Pinatubo in June 1991 caused a much more rapid departure than planned from the Philippines. The 3rd Wing set up shop at Elmendorf AFB, Alaska in December 1991, taking over from the 21st Wing that had been the host unit.
By January 1994, the 3 Wing had the 19th and 54th Fighter Squadrons operating F-15C and D Eagles, the 90th Fighter Squadron operating the F-15E Strike Eagle, The 517th Airlift Squadron operating the C-130H Hercules and the 962nd Airborne Air Control Squadron operating the E-3A Sentry
This mod sets up everything you need to send the 3rd Wing or any of its elements into battle in the mid 1990s. While primarily focused on the Pacific theater of operations, the 90th Fighter Squadron did participate in Operation Deny Flight in Europe from October 1995 until start of 1996.Included

attention to details
first, this is the SF1 forum. you might see better results in the SF2 forums
second, you may want to share your system specs. for all we know from your question, you might be running SF2 on your iPhone. in which case would be an achievement but probably laggy.
when asking a question like this, computer type, processor, and graphics card info really help us diagnose the issue. also which graphics settings you have on in game

why not a FM of an aircraft closer to what you have. try the Let-410 (closest cargo plane in size and config i can think of )

not here or on other sites that im aware of
keep in mind SF2 is geared more towards Vietnam era and isnt the best at the most modern stuff (5th Gen fighter avionics and weapons). yes theres models for things like F-35 but it works with heavy tweaks to 70avionics.dll....

brand name Adobe Photoshop is better than GIMP in most categories other than cost
but since i used GIMP consistently over the years when i couldnt afford the Adobe CC subscription (or to get a copy of the old CS packs), i do tend to prefer using GIMP for most work (esp tga work).
if youre familiar with the TW extractor, then its perfectly usable, although i believe no longer available on TW site
if just getting started then one may want to use Mue's extractor instead. but those of use that have been doing it a decade+ will use what we're comfortable with

im not 100% certain, but my money is on...... money.
small incremental block increases get overlooked and approved in the budget process easier than major model letter upgrades.
amusingly, some of the older birds have gone to Block system as well, such as the KC-135R Block 45 upgrade

the big first question is : do you have the TW cat extractor?
if yes, then its a matter of playing with it. you wont remember which file is in which folder. but you can browse each folder and you'll start to get a feel for whats in each. the first one is generic game object inis, second one off limits (the actual lod models) and from there its typically grouped by decals, aircraft and ground models, going down the line of sf2, vietnam, europe, israel, north atlantic and DLC (if you have any)
it seems daunting at first. play with it, practice, screw up, learn from screw up and practice some more. eventually you'll start having the game dialled in the way you want rather than adjusting to the game
