I can't imagine where you would build it, how you would transport it, or how to safely make and store its engines (which I presume were still the typical solid propellant type used in hobby rockets, just on a much larger scale). You have to get FAA waivers to fly rockets that big...pretty sure you don't need that for a steam engine...:). But, I have to say, those steam powered engines are awesome...true craftsmen there!
