So, how can I convert a vehicle into a static object I can add into a terrain using Mue Target editor?

Ground objects can already be placed with the target editor, they should appear in your A-Z list in the editor itself, no need to convert anything.

Stratos I have the same problem.

 

Here is a example how I add ground objects to the "Types" list.

In this case the T-55 tank and the BTR-ZU-23.
