Because it was the Soviet Union, not Russia, that waged that campaign. This is a common misconception. Consequently, it was a Soviet campaign, not a Russian one.

Well, this campaign (if it were to exist and be historically accurate) would consist of CAS/STRIKE missions and just a single air-to-air engagement (between a MiG-23 and Pakistani F-16s)—that’s probably not something anyone would find particularly interesting.

Years ago i made Afghanistan terrain for WOI. For this terrain i made two small campaigns

 

I'm not sure whether they would work in SF2 world. But give it a try.
