Toooooo much time on public transport... The problem lies in the word wet. The word wet is just a describing word that we use to describe something that has a liquid on it or in it. Why does water act this way you say?. Well its simple. Its because it is a liquid. Water is a wetting liquid because of its Adhesive and cohesive forces. Waters Adhesive force is stronger than its cohesive force and thats why water sticks on most things, and we percive that stickyness as wet. Its important to remeber that not all liquids are "wet" for example mercury has a stronger cohesive force and will not stick to anything and is in essence dry. So water is a wetting liquid due to its strong adhesive force.
