MSPaint isn't the program to get stuff like that in-game. Programs like GIMP (which is FREE) or Adobe Photoshop (which isn't, and very expensive, CS4 cost me 700 bucks). On the cheap scale Paint Shop Pro or even Adobe Photoshop Eseentials, which can give you decent skins.

Heh, I know. I was pointing out I couldn't even get the most basic image program to work, nevermind one that could produce anything SF2-quality.
