It is one reason that the USAF had no care about whether the NASA space shuttle was being retired... they had already developed one for their own purposes. They would like an upscaled version, X-37C, that could carry larger payloads including people. Quote

It's appearance and overall payload and other abilities are already out there. It's like suddenly saying "wait, we want to classify the existence of the F-22!" A bit too late for that. Quote
