The two-man crew of a Bombardier Learjet 35A died when their aircraft was in collision with a German air force Eurofighter after a quick reaction alert training exercise went wrong, Germany’s BFU accident investigation board has concluded, in an interim report into the 23 June accident.

I still don't understand who is to blame for the collision..

It looks like the LJ pilots lost sight and made overly-large corrective actions to attempt to regain formation. It says the EF maintained constant motion, so if the lead plane isn't maneuvering, the trailing plane is, and they collide...says trailing plane mistake to me.
