Ahhh... the problem may be you just simply put them in the wrong place as when installed correctly they should appear. Check this topic out: http://combatace.com/topic/62302-what-is-the-mod-folder/

So it appears in the menu but when you go to fly, you don't see anything?

So no cockpit or nothing? Or you can't see it in the menu?

Intercepting the feelers

TO: JFC SHAPE FROM: VFA-2 INTERCEPTED A LONE RF-4E INSIDE INTERNATIONAL WATERS. SUBJECT AIRCRAFT UPON BEING HAILED BY CAG AIRCRAFT FLEW FROM A GENERALLY SW HEADING TO A GENERALLY SE HEADING. CAG JET DID NOT FIRE AND RF-4E FLEW TEN MINUTES SOUTHEAST IN INTERNATIONAL WATERS AND THEN RTB'D TO HOME BASE (BUSHEHER AB). NO WEAPONS FIRE, AIRCRAFT HAD THREE DROP TANKS, ONE ECM POD, AND A PHOTOFLASH POD. NO WEAPONS WERE OBSERVED ON THE AIRCRAFT. (I think a good image of what "international" waters constitutes in Strike Fighters on the overhead map for scenario purposes)

It's just a matter of modifying the various USERLIST.inis Matter of fact it took me less than ten minutes to do.
