I've noted that some aircraft do not have red/white/blue rudder flashes, just the serial number on the silver doped rudder. Is this correct?

Yes, it was quite common prior to WWII for RAF aircraft not to have rudder/tail flashings. You'll note that my RNZAF Baffin and RAF Fury MkII skins are also without tail flashings.
