Individual markings

Is it possible to make individual markings on the skin per different aircraft for example to put a heart on one aircraft well the others don’t only that specific aircraft

Yeah, but you're limited to that skin for that aircraft of course. Some people prefer decals, but I've liked to put it on the skin and stuff.

What about skins already made

Yeah use something like Photoshop or something to put it on there, like GIMP, which is free.

Decal Level =2  

same as serial numbers, "plane in group" letters, nose art, etc. the simpelst and and easiest way

Go for decals. This is the way.

Yes, you can make numerous individual skins, but then each time before clicking on the magic 'FLY' button, you will have to choose a skin for every aircraft. While 'decal way' gives no such hassle, and it is in use since ever in-game.

99.99% of the time it will be better to use a decal.

there are occasions where on skin is better, but they are few and far between generally

the issue a less experienced user may have with decals is that you not only have to be decent with Photoshop or GIMP to create the image, you have to master the decal.ini and learn the mesh names and coordinates so that the image shows up 

once you learn it, its pretty easy to figure out and make the ini dance for you, but you do gotta learn it.
