It IS a SF2 version, but works also under SF1 Don't forget Crusader. With my Italian/Spanish colleagues, if somebody cannot say it in english, he tells it in Italian / French / Spanish, and usually, it works

Skins are 1024x1024, but a 2048 version is planned for version 2. I hacked and changed a lot of things in "my WOI" campaigns, including 1973, I can send you what I have if you want

It has happened several times before so I don't think it is a good reason to worry more than usual. But I am nonetheless quite pessimistic about Tk's will to pursue the SF2 serie on PC
