It could be both what Russo & Spinners said. 1st check, if you had new Version of Nvidia Drivers. If so go back to an earlier Version what worked. If not check what you´ve installed last bevor the Problem appeared and remove it.

I used Photoshop 7 till October 2018, then i got a new (very powerful) PC and it does no more work. Now I use Photoshop CS2. It´s a free download and works good for me...
