Really doing my damndest to put GBU-40s on the Gripen.  First, let me show you why:

With that for inspiration first, I programmed this loadout in the JAS39_LOADOUT.INI:

So I'm a little, er, shocked I'm not seeing BRU-61 racks like above!

did you check nations in the BRU-61? it may help just to have it set with Sweden included

also whats the math on the bombs plus pylon? (looking at load limit)

sorry if not helpful, will check back later when can give more than a cursory glance (after work)

Thanks @daddyairplanes I just added Sweden and the math is below the mass limit.

Thanks @Wrench, the GBU-40 bomb set was.  I changed the BRU-61 rack to such. 

 

Really obvious the rack should always be available when the SDBs are too since I've never seen a single Small Diameter Bomb stuck to a jet but always with the rack.  See my panorama from an airshow with the F-22...

OK guys, I got somewhere close - heckfire I got an 85% answer to the problem.  Helps when I browsed the extensive forums some more... and found this thread with @FastCargo's answer to give me some ideas:

So from there first, I went into JAS39_LOADOUT in Notepad and added this:

Third, I went into the rack BRU-61 folder in Objects-Weapons to get the SDB rack.  Went in and added "SWEDEN" to attachment type:

AttachmentType=NATO,USAF,USN,SWEDEN

 

The final result as of 17 November 2018 that clearly at a later date requires some fine tuning:

      Well, I got an SU-30 and 35 and a Gripen and both share the same problem: they do a little turn to one side (in the case of the russian boys, to the right, in the case of the Gripen, to the left). I think it might be a FM problem.
      Does anybody have the solution for that?

      In 2014, the Polish MoD decided to replace the fleet of Polish Air Force's ageing MiG-29s, which were becoming more and more obsolete and not suitable with the requirements of modern combat. The new promising Swedish design of an upgraded JAS-39 was chosen and the deliveries began in 2018 with 64 aircraft purcahsed in total, both one- and two-seaters.
