but it is obviesly that the carrier is to small for such a big plane like the Su-33.

Mig-29K's are on the way, 24 on order over the next few years. So when they arrive the 33 is out I guess.

What I find funny is the 29K lost to the 33 decades ago, and is now going to be replacing them.

Both the Ulyanovsk and the Kuznetsov were originally planned around the MiG-29K. The reason that the Su-33 came to be accepted, was its greater payload and range. It was, at the time, seen as a multi-role alternative to the '29K.

Originally, in the soviet time, the Su-27K was developed as counterpart to the F-14. It was a pure air to air fighter. The MiG-29K was intended as counterpart to the F-18 as multi role combat plane and the Su-25K was the intended striker, comparable in role with the A-7.

In the last days of the soviet union and the early times of russia in the 90th the Sukhoi design team and their factory complex had had much more influence to the political leaders than the Mikoyan team. So the Su-27 family (Su-27, Su-30, Su-33, Su-34) became the only "new to buy" plane for the russian forces in the 90th. The military very soon realised, that the Su-27 was to big and to expensive to operate, but Yelzin and his encourtage had only an ear for Sukhoi. Things have changed with Putin, who has a more realistic view on the needs of the russian forces, and the russian finance possibilities.

I've also heard that Sukhoi is now on the "out" and UAC is on the "in." Likewise Mil's and Kamov's designs have flopped back and forth with the Mi-28 and Ka-50/52 switching between the pick for the next helo, but I'm not sure what part of that is political and what is practical.

16 jets on a ship that big is a bit low, a large part of that however is due to the missile silo's up front and the need to house the entire airgroup below decks. Without the silos the hangar could be extended enough for a few more 33's. Alternativly you could have 24 Mig-29's as is.

It's not a large (super) carrier to begin with. Compare the never-finished CVN Ulyanovsk's planned airwing

 

70 aircraft total

27 × Sukhoi Su-33 (or)

27 × Mikoyan MiG-29K

10 × Sukhoi Su-25

4 × Yak-44 radar picket aircraft

15–20 Kamov Ka-27 ASW

 

to the Kuznetsov's airwing

 

41-52 aircraft total

 

14 × Su-33 fighters (current) or

28 × MiG-29K fighters (planned after refit)

4 × Sukhoi Su-25UTG/UBP aircraft

4 × Kamov Ka-27LD32 helicopters

11 × Kamov Ka-27PLO helicopters

2 × Kamov Ka-27S

I was under the impresion that the mig-29k was selected because of the indian order, the russians found it to be not cost efective to produce 24 new SU-33, while the mig-29k was going to be in production any whay is easier just to built a few more for the russian navy

As Jedi Master stated above, the MiG-29K was to be the Soviet navy's main carrier-based fighter, until the Mikoyan OKB fell out of favor during the late 1970s and early 1980s.

 

Keep in mind that 29K made it's first trap aboard the Tblisi (Kuznetsov), on the very same day that the Su-33 did (though the '33 was known as the 27K back then). The 29K has the distinction of being the very first Soviet conventional fighter to launch from a carrier, beating out the Su-33.
