Your game may not have write permissions to the directory, sometimes my installs used to do that, I would hit the Print Screen button, the screenshot shutter sound would go off, but I wouldn't get any images created in my Screenshots folder. Perhaps try running it as Administrator?

Have a read of the comments on Steam for WoE... looks like TK doesn't see a penny from the proceeds and there are patching issues when trying to run the game from Steam.
