The terrorists surprised and killed 130 that night, but 66 millions are still left, and next time they won't be that surprised. For months and years we've been swamped with news about targetted attacks like at Charlie Hebdo's, miraculously failed attacks like in the Brussels-Paris train, or terrorists cells arrested just before they strike; but now that's it, we know we are at war. Actually we were already, since we started bombing Sharia cavemen in Mali and Syria, and even since we passed laws to protect ourselves as a laic progressive, deeply Western country against social evolutions threatening to sink this country back to the Dark Ages of Hegira. But now, we can't ignore it any more, we are at war. L'insurrection armée dans le Bled, c'est le plan Challes. C'est une chose. L'insurrection à Alger, Oran et les grandes villes, elle prend la forme de l'action terroriste. Des cellules hostiles cachées dans une population amicale, neutre ou hostile qui font des actes de terrorisme. Le Milk Bar, l'Otomatic, le Coq Hardi, c'est une dizaine de mort. Ce qui nous arrive aujourd'hui est bien pire. On a nettoyé Alger et Oran, on peut nettoyer nos villes si on a les tripes de le faire. Quote

Short answer, the perpetuation of ISIS, and the creation of a radical fundamentalist Islamic state, just as their name suggests. Fundamentalist religious people feel that they answer to a "higher power" and are therefore not bound by the values of human civilization. Also, the more terrifying the incident, the longer the period of perpetuation, because retaliation begets retaliation, and the more cowed the normal people who surround you become. 1 Quote
